国内のテキスタイルメーカーの選択がもたらすメリット：人権問題との関係から考える

繊維産業は、私たちの生活に欠かせない重要な産業です。しかし、この業界では世界中で人権問題が発生しており、労働者の権利や安全性が脅かされています。2013年4月にはバングラデシュで、複数の縫製工場が入った複合ビルが崩落した事件「ラナ・プラザ崩壊」や、ここ最近では新疆ウイグル自治区の話がニュースとなっています。
このような状況を鑑みると、日本国内のテキスタイルメーカーを利用することには重要なメリットが存在します。本記事では、日本のテキスタイルメーカーを選ぶことでもたらすメリットを、世界の繊維産業の人権問題との関連性を踏まえながら探っていきたいと思います。

The textile industry is an essential industry that is indispensable in our lives. However, human rights issues have been occurring worldwide in this industry, posing threats to workers' rights and safety.
In April 2013, the collapse of the Rana Plaza building in Bangladesh, which housed multiple garment factories, and more recently, about in the Xinjiang Uighur Autonomous Region have made headlines. Considering such circumstances, there are significant benefits to utilizing textile manufacturers within Japan. In this article, we would like to explore the advantages of choosing Japanese textile manufacturers, taking into account their relevance to human rights issues in the global textile industry.

日本国内のテキスタイルは、長い歴史と卓越した技術に裏打ちされた高品質な製品を提供しているメーカーが多く、これにより、エンドユーザーは安心して製品を購入できます。全国各地の繊維産地において、高品質で独自性の高いテキスタイルが生産されており、また労働基準法や労働安全基準が厳しく守られているメーカーは数多くあります。

しかし残念ながら、直近のニュースを例に挙げると、今年5月には日本でも愛媛県西予市で縫製工場の問題が話題となりました。2022年2月の経済産業省が出した「生活製品課 繊維産業における責任あるサプライチェーン管理に関する現状と課題」の書類によれば、日本の技能実習生（2023年4月10日、技能実習制度は廃止）の人権問題で報告されている過半数は、繊維産業（特に縫製業）と記載されています。日本のアパレルビジネスはサプライチェーンが細かく分かれており、現場の実態を把握することが難しいとされていますが、ブランドホルダーやデザイナーはすぐ現場まで足を運べ、サプライチェーンが可視化されやすくなることは、国内のメーカーを選択するメリットの一つでしょう。真摯にモノづくりに向き合っているメーカーは数多くあります。また国内のメーカーを選ぶことは地域経済の活性化にもつながり、雇用の創出や地域の産業の発展に貢献することができます。

Japanese textiles are provided by numerous manufacturers who offer high-quality products backed by a long history and excellent craftsmanship. This allows end-users to purchase products with confidence. Throughout various textile production regions across the country, high-quality and unique textiles are being produced, and there are many manufacturers that strictly adhere to labor standards and safety regulations.

Unfortunately, citing recent news as an example, there was a case in May this year where issues with a sewing factory in Saijo City, Ehime Prefecture, Japan, became a topic of discussion. According to a document released by the Ministry of Economy, Trade and Industry in February 2022 titled "Current Situation and Challenges of Responsible Supply Chain Management in the Textile Industry" from the Consumer Goods Division, the majority of reported human rights issues regarding Japanese technical intern trainees (as of April 10, 2023, the Technical Intern Training Program has been abolished) were related to the textile industry, particularly the sewing industry. The apparel business in Japan has a complex supply chain, making it difficult to grasp the actual situation on the ground. However, brand holders and designers can easily visit the production sites, leading to greater visibility of the supply chain. This is one of the advantages of choosing domestic manufacturers. There are many manufacturers who are earnestly dedicated to craftsmanship. Additionally, selecting domestic manufacturers contributes to the revitalization of the local economy, creating employment opportunities, and fostering the development of regional industries.
